Instruction of land assignment to investment applicants in PARSIAN energy intensive special economic zone
This instruction in implementation of article 3 of the land assignment code in LAMERD and PARSIAN energy intensive industries special economic zone is documented in approvals no. 917/5-11 dated 2014-7-26 and also approval no. 1015/3-6 dated 2017-7-1 the board of directors of the organization of development and renewal of mining and mining industries of IRAN (IMIDRO) regarding the delegation of authority of this organization in the PARSIAN energy intensive industries special economic zone to the south PARSIAN energy intensive industries development company is as follows :
1. Purpose
Establishing a specific and certain code for the assignment of land area in framework of the existing rules and regulations.
2. Domain of usage
Applicants for investment in the PARSIAN energy intensive industries special economic zone
3. Responsibilities
The responsibility of supervising the good implementation of this instruction is the duty of the CEO of south PARSIAN energy intensive
industries development company

4. the process of
checking investors’ request
1-4) submit an investor request to the CEO of the south PARSIAN energy intensive industries development  company
2-4) refer to the operation manager for an overall review of the matter by inquiring from the plan consultant by the CEO

3-4) announces the result of the overall review of the request, by the manager of operations to the CEO
4-4) referral to the relevant units by the CEO in order to examine the subject in details
· technical working group of region
· consultant
· issuing license unit
      4-5) provide a comprehensive report by the operation manager to the CEO,   including:
· comparison of the requested plan with the comprehensive plan of the region
· determine the land use
· determine the map of the land
· determine the area of land needed
· applicant’s technical and economic justification
· confirmation of main consultant for land delivery and confirmation of the land use and provision of relevant maps ( in accordance with the recommendations of the consultant company in the documents no. OOT 0003000274104 and no. 01/9250/271/40 and no. OOT 0002000274104 and no. OOT 0274104000400 prepared by the consultant )
1) approval of land allocation conditionally
2) declare the consultant’s agreement with land delivery
4-6) the issue will be addressed to the board of directors and if approved, referral to the land
assignment committee by the CEO
4-7) establishing a land assignment committee meeting and reviewing the report of the operation manager
4-8) send the proceedings of the land assignment committee to the CEO by the secretary of the committee
4-9) if agreed, issuing an order by the CEO to the legal and contract unit to set up the contract and announced to the applicant if the request is rejected.

4-10) perform the following steps by the legal and contract unit:
a) doing correspondence with the center of the official justice experts for land calendar
b) declaring the land price to the investor based on the opinion of the official experts of the judiciary, obtaining the opinion of the financial manager and arranging the relevant contract
c) send the final contract of land assignment to the CEO
4-11) signing and concluding the contract by the authorized signatories and simultaneously obtaining
the guarantee and finally announcing the contract by the CEO to:
· financial manager to obtain contract cost and relevant guarantee
· operation manager to set up a land delivery proceedings
· the investor in order to fulfill obligations and deliver the land
· flowchart route investigating investor demand
          This instruction was approved by the land assignment committee of the south PARSIAN energy intensive industries development company on
2017-08-21and after a notification is obligatory.
